Florida Challenges, Solved

Florida’s utilities face some of the toughest water and wastewater pressures in the country, including rapid population growth and tightening nutrient regulations. Seven Seas delivers solutions that directly address these challenges:

  • Rapid Growth: Modular plants scale in phases to match new housing and tourism demand.
  • Saltwater Intrusion: Brackish water desalination protects aquifers and ensures a reliable supply.
  • Hurricanes & Coastal Risks: Factory-built systems are designed for fast deployment and storm resilience.
  • Tightening Regulations: Guaranteed compliance with FDEP nutrient standards and BMAP requirements.
  • Budget Constraints: Lease and WaaS® models eliminate upfront CapEx and spread costs predictably.

Compliance and Resilience

WaaS® meets regulatory requirements while building long-term resilience against Florida’s unique environmental challenges, giving communities peace of mind.

  • Regulatory alignment: Every system is engineered to meet or exceed Florida Department of Environmental Protection (FDEP) and EPA standards, ensuring full compliance from day one.
  • Environmental protection: WaaS® solutions directly support Everglades restoration mandates, BMAP nutrient limits, and broader efforts to prevent algal blooms by reliably reducing nutrient discharges.
  • Coastal resilience: Designed for Florida’s harsh coastal environment, our modular plants are built to withstand hurricanes and other environmental challenges for resilience against climate risks, protecting both public health and community investment.
  • Guaranteed compliance: With ongoing monitoring, certified operators, and performance guarantees, Seven Seas takes responsibility for meeting permit limits, so municipalities and developers don’t have to shoulder the risk.

How Seven Seas Has Helped in Texas

Seven Seas’ Water-as-a-Service® project in Alice, Texas, demonstrates how the Seven Seas approach can solve challenges Florida communities are facing, such as saltwater intrusion of aquifers. Alice, which sits atop a brackish aquifer, was supplementing its raw water supply by paying to pipe in water from a regional lake. Seven Seas delivered a brackish water reverse osmosis (BWRO) desalination system under a WaaS® contract with no upfront capital investment required. After building the plant, Seven Seas is continuing with operation and maintenance, while the city simply pays a fixed monthly fee for a guaranteed supply of raw fresh water to supply its water treatment system.

Other challenges driving the need for flexible, resilient solutions include overpumping of inland aquifers and seasonal surges in tourist populations that stress aging infrastructure. WaaS® allows Florida municipalities and utilities to access advanced brackish water treatment and wastewater solutions quickly, without waiting on budget cycles or taking on massive debt.

By applying lessons from Alice and using WaaS® and leasing options to finance treatment, Florida communities can quickly secure a safe, sustainable supply of water, ensuring that both residents and visitors have a reliable and affordable supply of drinking water.

Florida Water and Wastewater Solutions FAQ

What is the range of plant capacities available?
Seven Seas plants typically range from 250,000 GPD to 8 MGD.
At what stage should we engage with Seven Seas?
From the moment land is acquired. If involved earlier, Seven Seas can define the specs. If involved with a project bidding in a few weeks – the Engineer’s specs may be defined and higher than what we can suggest.
Who operates the plants if there is existing staff?
If staff is available to manage and operate the plant, municipalities and utilities can opt for a lease agreement, with the plant being operated and maintained by in-house staff, rather than Seven Seas.
Can Seven Seas take over the operations of an existing plant?
Yes, Seven Seas can take over and update an existing plant to help streamline operations.
Do these systems support water reuse for irrigation or industrial use?
Yes, the systems can include advanced treatment technologies, including options that treat water to a high-quality suitable for nonpotable reuse.
What happens if demand changes mid-contract? Can capacity be added or removed?
Yes, Seven Seas focuses on delivering maximum flexibility and plentiful options. Modular units can be added, removed, or relocated, and a new Phase 0 plan allows wastewater treatment plants to remain operational even in low-volume scenarios.
What happens at the end of a lease or WaaS® contract?
When the lease or WaaS® contract comes to an end, customers can decide whether they wish to renew the contract. Our outstanding performance has earned us long-term relationships, reflecting our commitment to exceptional service and customer satisfaction.
