Georgia Challenges, Solved
Georgia’s growth, aging systems, and climate risks demand faster, more flexible infrastructure. Seven Seas addresses these challenges head-on:
- Funding Gaps: Lease Plant Program and WaaS® models deliver plants with no upfront capital, preserving municipal budgets.
- Aging Septic Systems: Modular plants enable septic-to-sewer conversions without the long timelines or high costs of centralization.
- Rapid Growth Counties: Scalable capacity keeps pace with demand in places like Forsyth and Cherokee, with phased expansions that align with development.
- Freshwater Supply Pressures: Wastewater recycling and brackish aquifer desalination relieve stress on natural sources.
- Hurricane Risks: Decentralized, storm-ready plants recover faster than large central facilities after severe weather.

- Strategic Guidance: We evaluate existing infrastructure and provide roadmaps that balance immediate needs with long-term resilience.
- Sustainable Growth: Flexible leases and WaaS® contracts ensure solutions remain reliable for decades, not just quick fixes.
The Seven Seas Model in Action
The American Society of Civil Engineers has given Georgia a C- for its stormwater and wastewater infrastructure and a D+ in drinking water infrastructure. With a funding gap in the billions, Georgia developers and growing communities cannot spare the time or money to rely on traditional design-bid-build projects.
In Harris County, Texas, Seven Seas’ subsidiary AUC Group provided a phased lease plant to handle wastewater treatment. Capacity was phased in to match development, starting at 75,000 GPD and scaling up to 600,000 GPD as demand grew for a massive 75% reduction in costs. The approach cut total project cost from $8 million to under $2 million, freeing up capital for other priorities.
The same approach is applicable in counties like Forsyth and Cherokee, where developers can access the same flexible leasing and phased expansion Seven Seas used in Harris County. Leasing through Seven Seas eliminates upfront financial strain and aligns regulatory compliance with growth.
“Our client was able to direct savings from this project to other capital projects to continue to maintain overall development in the initial growth phases of the community.”

Georgia Water & Wastewater Solutions FAQ
What is the typical size range of plants available?
Can modular plants replace septic systems in fast-growing counties?
Yes, modular plants are the way to go for septic-to-sewer projects. They are small enough for a neighborhood scale or a community water system approach that can be managed locally. They can also serve as nodes in a distributed network covering a wide, regional service area. Either way, smaller modular plants have the potential to cut total project cost significantly and require less digging and general disruption.
What happens if demand changes mid-contract? Can capacity be added or removed?
Is ownership transfer possible at the end of a lease or WaaS® agreement?
Who operates the plant if we already have staff?
Lease plant arrangements allow you the flexibility to manage plants in-house, contract with a third party, or opt for Seven Seas O&M at will.
